CONSTRUCTIVE INTERPERSONAL COMMUNICATION AS A PERSONAL-PROFESSIONAL QUALITY OF STATE AND MUNICIPAL EMPLOYEES

Abstract: the article discusses effective communication with the population as a necessary professional and important quality of state and municipal employees in the provision of state and municipal services to the population. The results of an empirical study of the development of interpersonal communication are given. The groups of the criteria for the effectiveness of communication and technology of understanding communication are described. The conditions determining the creation of a positive psychological climate, an atmosphere of trust between representatives of local and regional authorities and the population were determined. The settings that contribute to this are listed. The characteristic of the basic rules of effective communication is given. Special techniques for responding to information from the communicant during communication and methods of active listening are disclosed. The results of the study are presented, which showed that part of public servants is characterized by manifestation of passive-aggressive behavior, status, arrogance, lack of empathy, low level of tolerance, insufficient situational orientation to the interests of other people, low level of sociability. Municipal employees have insincere criticality, secrecy in relations to people in the real-I, and the motivation to enhance this in the ideal-I. It is revealed that men are more eager for authoritarianism and decrease of positive emotionality in interpersonal communication than women. It was established that specialists of regional and local authorities rely more on interpersonal communication on their intuition and professional experience due to the lack of knowledge that promotes effective communication.
